To leave a tip, click the "Got a tip?" icon.  You will have an online form to fill out, when you are finished you will be given a code number, and you can enter a password to followup on your tip.  Save you tip ID and password. 

 To follow up on a tip, click the "Follow-up" icon.  Have your tip ID and password ready to log in.
